Fue un actor destacado en el campo de las pol\u00edticas universitarias y las pol\u00edticas cient\u00edficas en el pa\u00eds. Fue impulsor de la creaci\u00f3n de la Universidad Nacional de R\u00edo Negro (UNRN) y cursaba su tercera gesti\u00f3n como Rector al momento de su fallecimiento. Fue miembro de fundador del Instituto CITECDE \u00a0\u00a0y de la Maestr\u00eda en Ciencia, Tecnolog\u00eda e innovaci\u00f3n de la UNRN.<\/p>\n<p style=\"text-align: justify;\">Como primer titular de la Secretar\u00eda de Pol\u00edticas Universitarias creada en 1993, impuls\u00f3 pol\u00edticas p\u00fablicas para el sector en el marco de las cuales se fueron estableciendo progresivamente innovaciones que generaron adhesiones y resistencias, pero siempre tuvieron fuerte presencia en el debate sobre la Educaci\u00f3n Superior en la Argentina en las \u00faltimas d\u00e9cadas. Entre ellas: \u00a0la evaluaci\u00f3n y la acreditaci\u00f3n universitaria por la CONEAU; la autarqu\u00eda de las universidades p\u00fablicas; el programa de incentivos para estimular la investigaci\u00f3n en las universidades nacionales; los organismos de coordinaci\u00f3n universitaria como CPRES, el CIN y el CRUP.<\/p>\n<p style=\"text-align: justify;\">Durante su gesti\u00f3n como interventor del Consejo Nacional de Investigaciones Cient\u00edficas y T\u00e9cnicas (CONICET) en 1997 se cre\u00f3 la Agencia Nacional de Promoci\u00f3n Cient\u00edfica y Tecnol\u00f3gica (ANPCYT) y sus primeros fondos: el FONCYT y el FONTAR. Fue tambi\u00e9n miembro del directorio de la CONEAU entre 2000 y 2004.<\/p>\n<p style=\"text-align: justify;\">Redes particip\u00f3 en un reciente Workshop de Pol\u00edticas Cient\u00edfico Tecnol\u00f3gicas en Argentina organizado por la UNRN el 7 de julio\u00a0 donde del Bello expuso sus ideas respecto a los l\u00edmites que ha mostrado la federalizaci\u00f3n del CONICET.<\/p>\n<p style=\"text-align: justify;\"><em>\u00a0 <span style=\"color: #ffffff;\">.<\/span><br \/>\n<\/em><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp; Juan Carlos Del Bello falleci\u00f3 el 19 de julio pasado en Viedma.
